repercussions of pollution or overuse of a resource often takes a long
time for us to recognize and when we finally do, it is invaluable to be
able to track the history of various issues before they get to a tipping
point and became a crisis.
Also, much that mankind has done to change our environment was
accomplished without any knowledge of what the environment was like
before changing it, but maybe we will be able to heal our environmental
if we archive the news stories so we will be able to unravel the events
that led up to the disaster. Students, scientists, historians, and
citizens alike should benefit from being able to follow the thread of an
issue back through time.

General Motors First Automaker to Sign Climate Declaration
General Motors is the first automaker among 40 U.S. corporations to
sign a new climate declaration, asserting that responding to climate
change is good business. The campaign is organized by the
sustainable business advocacy group Ceres and its Business for
Innovative Climate & Energy Policy, or BICEP, coalition. Originally
launched in April 2013 with the endorsement of 33 corporations, the
Climate Declaration has now been signed by 40 businesses that in
total provide some 550,000 U.S. jobs and generate a combined annual
revenue of roughly US$611 billion. GM’s participation was announced
Wednesday in San Francisco at the Ceres annual conference. GM has
worked with Ceres for more than 20 years to refine its

challenges, says the co-founder of the green brand Stopping climate
change and biodiversity loss will not happen without business

Starbucks, Intel, Levi Strauss & Co., others sign ”Climate
Declaration,” highlighting the American economic opportunity of
responding to climate change As the President unveils his budget for
the coming year, 33 major U.S. companies, including eBay Inc., Nike
and Limited Brands signed a “Climate
Declaration,” urging federal policymakers to take action on
climate change, asserting that a bold response to the climate
challenge is one of the greatest American economic opportunities of
the 21st century. Signatories of the Climate Declaration are among
the country’s best-known consumer brands, including EMC Corporation,
IKEA, Jones Lang LaSalle, L’Oréal, the North Face, the Portland

Curbside compost Rochester residents receive city-provided
trash and recycling pickup, but when it comes to composting, it's
kind of a DIY thing. That's about to change. Local residents Brent
Arnold and Steve Kraft have started a city-based business, Community
Composting, which will provide residential pickup of compost fodder.
They'll give subscribers a bucket for food scraps and other organic
materials and they'll make weekly pickups, Arnold says. They'll
charge $5 to $7 per pickup. (Subscribers will be able to direct
Community Composting not to make a pickup on any given week by
clicking a button in a weekly e-mail reminder they'll receive.)

New program promotes local job creation and energy efficiency A
new program is expected to make some Western New York businesses
more energy efficient. The community housing organization PUSH
Buffalo is leading an effort that’s also expected to create
local jobs.
The PUSH Green building retrofit program begins by linking
non-profit organizations and small businesses with a registered
architect who will act as their energy advocate. The advocate will
work with the client on identifying what incentives are available to
them from the state’s Energy

DEC Proposes Policy
to Make it Easier for Companies to Protect the Environment
Initiative Will Reward Companies Who Perform Environmental Audits,
Report Violations and Prevent Pollution 60-Day Comment Period Runs
Through April 22 The New York State Department of Environmental
Conservation released a proposed Environmental Incentive Policy,
which is aimed at improving practices at businesses, local
governments and other regulated entities to better protect the
environment and prevent pollution, Commissioner Joe Martens
announced today. A public comment period on the draft policy begins

What New York's 'innovation network' might look like When Gov.
Andrew Cuomo put forward his economic development agenda in his
State of the State address in early January, he outlined
his plans to grow innovation and entrepreneurship. He spoke of a
new venture capital fund, the commercialization of academic research
and providing support for startups. When he talked about the need to
bring more academic research to the marketplace - a linchpin of
regional economic growth - Cuomo pointed to a program in San Diego
that has 25 years doing just that. It's called

Going Green: NYSERDA helping businesses go green The New York
State Energy Research and Development Authority is helping
businesses go green. Terry Ettinger has more. From constructing new
energy efficient buildings to renovating older buildings so they use
less energy to using waste from dairy cows to generate electricity
or promoting the development of solar powered pontoon boats, there’s
one common denominator and that’s funding assistance through
NYSERDA. “Our major focus is promoting the use and deployment of
energy efficiency and renewable energy technology, supporting
businesses to become economically competitive in New York State by
investing in these new technologies, as well as continued research
and development of new technologies in New York State,” said Franci

Clean-Energy Business Growth $15 Million Award Will Fund Three

The New York State Energy Research and Development Authority
(NYSERDA) has awarded a total of $15 million to Columbia University,
the Polytechnic Institute of New York University and High Tech
Rochester to create three Proof-of-Concept Centers dedicated to
helping inventors and scientists turn their high-tech, clean-energy
ideas into successful businesses. NYSERDA will invest $5 million in
seed money at each center over a five-year period, with cost-sharing
required. The centers are expected to operate on their own after

New York state ranks third in the world for clean energy patents
New York state ranks third in the world for the number of clean
energy patents issued in the third quarter of 2012. The Clean Energy
Patent Growth Index shows that the majority of the 63 patents issued
during that period went to upstate inventors. Alana Fuierer –
Intellectual Property Associate at the law firm that compiled the
index – says it’s a good indicator of innovation and shows upstate
cities like Rochester, Albany and Syracuse are well ahead of the

RIT prof helps algae do the work Three years ago, a master’s
student approached Jeff Lodge, an associate professor at Rochester
Institute of Technology, about growing algae to produce biodiesel, a
type of
fuel. Lodge oversaw the project, which began in a 30-gallon tank
and evolved — after discovering that algae grew very well in
wastewater — to a 1,000-gallon tank at
Environmental
Energy Technologies, an RIT startup. Along the way, the team
monitored nutrient levels of the wastewater and found that the algae
effectively cleaned the water and reduced levels of ammonia,
phosphate and nitrate by as much as 99 percent. With a few other
adjustments, it could be turned into drinking water. November 26,

'Green' building grows tax breaks in Rochester and nationwide
LAS VEGAS — The Palazzo Hotel and Casino boasts many features of Las
Vegas excess — an indoor waterfall, a smoke-filled gaming area,
seven decorative fountains, and guest suites with three TVs and
power-controlled curtains. Yet the 50-story complex achieved an
unlikely and lucrative milestone after opening in 2008. A powerful

Deep trouble: Nuclear waste burial in the Great Lakes basin The
Blue Water Area sits about 120 miles downstream from the second
largest nuclear power facility in the world, the Bruce Power
Generating Station, operated by Bruce Power in Kincardine, Ontario,
near the base of the Bruce Peninsula on Lake Huron. Six of the eight
reactors on the 2,300 acre site are currently in operation. The

U.S. Struggles to Rescue Green Program Hit by Fraud WASHINGTON —
A Maryland man is awaiting sentencing for what may seem an
unusual crime: selling bogus renewable energy credits and using
the $9.3 million in illicit proceeds to buy jewelry and a fleet of
luxury cars. In a similar case in Texas, a man has been indictedfor
selling a whopping $42 million in counterfeit credits. He bought
real estate, a Bentley and a Gulfstream jet. As a result of such
cases, the Environmental Protection
Agency is scrambling to retool a
program that relies on such credits to encourage the use of
cleaner diesel fuel in engines. The refining industry has meanwhile
seized on the schemes to argue that government fuel mandates don’t
work and the rules

Feds Update Truth-in-advertising Guides for Green Marketing
WASHINGTON, DC, October 1, 2012 (ENS) – Marketers can no longer make
broad, unqualified claims that a product is “environmentally
friendly” or “eco-friendly,” under revised Green Guides issued today
by the Federal Trade Commission. Instead, marketers should qualify
general claims with specific environmental benefits presented in a
“clear, prominent” manner to ensure they are truthful and are not
deceptive. The new Green Guides include
updates to the existing guides, last revised in 1998, as well as new
sections on the use of carbon offsets, certifications and seals,
non-toxic claims, and renewable energy and renewable materials

green kudos Four Rochester companies have been named to the New
York Green Tech 50, a list that recognizes the top 50 private green
technology companies in New York. The companies were revealed during
the Green Tech Monster conference on Tuesday. The goal of the list

Green Jobs Green New York off to a slow start The walls around
Pat Dundon's desk are slowly filling up with white printouts. Some
have the letterhead of the state's energy research organization
NYSERDA, and others are lists he's created. His involvement in a
program called Green Jobs Green New York has produced all this
paperwork. Through the program, NYSERDA offers low-interest loans
for energy efficiency upgrades. In late 2010, the state began
offering customers the option of paying

RIT receives $2.2M to help create Center for Sustainable Packaging
Rochester Institute of Technology is receiving gifts totaling $2.2
million to create a Center for Sustainable Packaging, which just may
find a way to help you avoid having to throw away all those food
containers you now discard. The money was donated by the Wegman
Family Charitable Foundation and American Packaging Corp. in
Rochester. The center will be part of the university’s College of
Applied Science, which is also home to the American Packaging Corp.

Arista Power, General Electric join on energy storage system
Rochester-based Arista Power Inc. has reached an agreement with
General Electric Co. to sell systems that store electricity for
commercial customers and release it when demand is highest, helping
to cut bills.The system, which will use GE’s Durathon batteries, can
store power from on-site wind or solar sources or from the grid and
deliver it during peak periods, when commercial customers are
typically subject to “demand charges.” The charges can account for
as much as 70 percent of an electric bill for commercial customers.

Environmental Rules: Job Killers or Job Creators? - NYTimes.com
It is a rare day that you pick up a newspaper without encountering a
reference to “job-killing regulations” from a pro-business
Republican complaining about the burden of a new rule from the
Environmental Protection Agency or other government office.
Sometimes large and scary job loss numbers are attached to the
assertion and attributed to a study, most often financed by the

the E.P.A. issued a final
rule in December limiting emissions of mercury and other
airborne toxins from power plant emissions, opponents from the coal
and utility industries said the regulation would cost 1.4 million
jobs. Supporters of the rule, conversely, said the rule would create

know if their household or workplace cleaning products contain
potentially harmful ingredients, 21 consumer, health and
environmental groups are calling on New York to begin enforcing a
disclosure law. The groups said in a statement Monday that a law
passed in New York in 1971 required manufacturers to file
semi-annual reports with the state listing the ingredient of

jobs through June 30 instead of the 79,654 targeted, according to an
inspector general's report. The report by the inspector general for

New Yorkers Prepare for Next Round in Green Jobs Battle NEW YORK
- Green technology may be good for the environment, but opponents
say it's not going to generate millions of jobs. It's one of the
bigger debates raging at the moment. Stimulus opponents have seized
on the failure of a solar-panel company which received $535 million
in government loans as one sign that these programs won't produce
the millions of jobs promised. But Lisa Tyson, director of the Long
Island Progressive Coalition, says it's way too early to write off
green jobs - especially in New York, where the focus is not on solar
but on using local construction companies to retrofit homes.

Power NY Act Arrives “In the Nick of Time” for NY Jobs NEW YORK
- Gov. Andrew Cuomo on Thursday signed into law the Power New York
Act, which some supporters say is arriving in the nick of time to

Upstate New York Million Dollar EPA Grant Powers Green
Locomotive in Upstate New York Release date: 06/30/2011 (New York,
N.Y.) The U.S. Environmental Protection Agency today unveiled
upstate New York’s first ultra-low emission locomotive at a railroad
yard in Selkirk, N.Y. The cleaner energy locomotive was made
possible by an EPA award of more than $1 million under the American
Recovery and Reinvestment Act to the New York State Department of
Transportation. New York State DOT and the CSX Transportation used
the funding to replace the old polluting conventional engine on the
locomotive with three smaller, cleaner engines. Locomotives are a
source of pollutants in the outdoor air, including asthma triggers
such as fine particles (soot) and ozone (smog). The new engines will
reduce emissions of nitrogen oxide and particulate matter from the
locomotive by 80 percent using technologies that monitor engine

Bill targets green jobs training - Canandaigua, NY - MPNnow
Albany, N.Y. — Legislation to support green businesses in the state
through workforce training passed in both houses of the Legislature
last week and now awaits Gov. Andrew Cuomo’s signature. According to
a release from Sen. Timothy M. Kennedy (D-58th District), the
legislation establishes the Green Jobs Workforce Subcommittee within
the state Workforce Investment Board. The subcommittee will conduct
market data analysis that will help the growth of green businesses

NYSERDA to fund new energy projects - Niagara County - The Buffalo
News A half dozen renewable energy projects in Western New York
will receive state funding through a program aimed at reducing New
York’s dependence on fossil fuels. The projects are among 17

green jobs training ALBANY - The New York State Energy Research
and Development Authority (NYSERDA) has selected 14
Constituency-Based Organizations (CBO) and coalitions of
constituency-based organizations across the state to conduct
grassroots outreach to encourage energy efficiency improvements and
participation in training opportunities for green jobs. The awards
announced today represent $5,148,719 of the $6 million allocated for
constituency-based outreach through Green Jobs-Green New York
(GJGNY), a program created by the New York State Legislature to
significantly increase the number of energy efficiency improvements
in the state while creating green jobs. To address gaps in regional
coverage from this first set of awards, NYSERDA plans to issue a
second competitive solicitation for the remaining funds in June.

Kodak Reports Significant Progress on Sustainability Goals
ROCHESTER, N.Y. — Eastman Kodak Company (NYSE:EK) today reported
that it has reduced greenhouse gas (GHG) emissions by 49%, closing
in on its goal for a 50% reduction by the end of 2012 under its
current set of Sustainability Goals. Since the baseline year of
2002, Kodak has achieved a GHG reduction of more than 1.5 million
tons, the equivalent of taking 350,000 cars off the road.
Additionally, Kodak demonstrated its commitment to energy efficiency
by continuing to deliver ENERGY STAR® qualified products. Since
2009, 96% of all eligible Kodak products have qualified for this
standard, which is reserved for the most energy efficient products
in a category. Kodak’s current ENERGY STAR products include document
scanners, consumer inkjet printers, digital picture frames and a

Using Green Jobs/Green NY Free or Reduced-Cost Energy Audit/Low-Cost
Financing Program The New York State Energy Research and
Development Authority (NYSERDA) announced today that the numbers of
New York State homeowners who completed energy efficiency retrofits
reached all-time monthly records in both January and February 2011,
through Green Jobs/Green NY. Created by the New York State
Legislature and launched Nov. 15, 2010, Green Jobs/Green NY is
expected to generate jobs in the state by stimulating investment in
energy efficiency improvements for residential homes and businesses.
It currently provides homeowners with free or reduced-cost
comprehensive home assessments, also referred to as energy audits,
and low-interest loans to finance these improvements. The program
will be available to small commercial, not-for-profit and

Senate passes bill to create “Recharge NY” power program
ALBANY - The New York State Senate passed legislation to create a
new, permanent program called “Recharge NY,” that would provide
low-cost power to help businesses create and retain jobs. “The
passage of this legislation will enable more businesses across New
York to access cheap electricity to create jobs,” said the bill’s
sponsor, Senator George Maziarz, (R-C, Newfane), Chairman of the
Senate Energy and Telecommunications Committee. “The program has
been renewed on an annual basis for several years, but we’ve needed

Grants / Grants will help communities address local health and
pollution issues WASHINGTON – The U.S. Environmental Protection
Agency is making $2 million available in 2011 to reduce pollution at
the local level through the Community Action for a Renewed
Environment (CARE) program. CARE is a community-based program that
works with county and local governments, tribes, non-profit
organizations and universities to help the public understand and
reduce toxic risks from numerous sources to protect people’s health.
EPA will award CARE cooperative agreements in two levels. Level I
awards range from $75,000 to $100,000 and will help establish
community-based partnerships to develop local environmental
priorities. Level II awards, ranging from $150,000 to $300,000 each,
will support communities that have established broad-based
partnerships, identified the priority toxic risks in their
communities, and are prepared to measure results, implement

of Environmental Conservation Funds to Strengthen Community-Based Land
Conservation in New York The New York State Department of Environmental
Conservation (DEC) and the Land Trust Alliance (the Alliance), a non-profit
land conservation organization, today announced the availability of
competitive grants for local land trusts through the New York State
Conservation Partnership Program. Approximately $1.4 million will be awarded
in early 2011 to New York land trusts, enabling local organizations to
strengthen urban, rural and suburban, land conservation and public outreach
programs, build community partnerships and implement best business
practices. The Conservation Partnership Program is nationally recognized as
a model for leveraging public and private funding for communities in their

Wegmans tote bags contain excess lead - Business - The Buffalo News
Store offers to replace reusable shopping bags. It's not easy being green.
An attempt at environmental sensitivity has backfired for Wegmans markets as
some reusable shopping bags -- created to keep disposable plastic bags out
of landfills -- were found to contain too much lead. Wegmans is offering to
replace more than 725,000 reusable bags sold in its stores after tests by a
Rochester consumer protection group found them to contain high levels of

Public Service Commission (Commission) approved changes to rules governing
the state's major electric utility companies to eliminate the peak load
limitation on the size of a non-residential customer's solar or wind
electric generating equipment. As a result of the change, businesses and

Agency (EPA) has awarded nearly $2.5 million to 11 companies to support
their work in eight key environmental areas: monitoring and control of air

waste monitoring, water infrastructure, homeland security, nanotechnology
and innovation in manufacturing. Last year, the companies received "proof of

ALBANY - The New York State Department of Labor has received a $1.1
million grant from the U.S. Department of Labor to estimate how many green
jobs there are and to identify new, emerging and enhanced skills needed for
green jobs. The Department will survey about 20,000 firms to collect this
information. More in-depth research will probe what skills employers need
and identify existing education and training resources to fill those needs.

FEDERAL STIMULUS FUNDS Governor David A. Paterson today
announced that New York will receive at least $31 billion in American
Recovery and Reinvestment Act (ARRA) funds, part of $420 billion that will
be appropriated to states and other recipients over the length of the
federal stimulus program. The Economic Recovery and Reinvestment Cabinet
released the total in a report to the Governor on the use of stimulus funds
in the State. It also noted that New York continues to apply for some of the
$44 billion in additional funding available through competitive grants,
which may increase the final allocation. “Since President Obama and Congress
authorized the American Recovery and Reinvestment Act last February, I have
dedicated the full resources of the Governor’s office to maximizing our
share of federal stimulus money. Thus far, we have spent the funds wisely
and judiciously, and we will continue to do so,” Governor Paterson said.
“Getting New Yorkers back to work is my number one priority, and we will use
this money to redouble our efforts to create jobs and put our State on the
road to fiscal recovery.” Job Training: The State Labor
Department received $169 million in Workers Investment Act (WIA) funding, of
which $157 million has been obligated. There were 18,408 participants in
training at the local level during the period from May through the end of
August. In addition, $24.8 million of State WIA funds have been awarded in

gas emissions will be included in New York's environmental review of
large-scale projects under a new policy that becomes effective in 30 days,

WEBSITE Site Will Make New Jobs More Accessible to New Yorkers
Governor’s Request Furthers Transparency in Stimulus Spending Governor David
A. Paterson today announced that every firm that the State hires with
American Recovery and Reinvestment Act (ARRA) funds is required to post any
jobs created by these funds to the New York State Job Bank, which can be
accessed at www.labor.ny.gov.
In a memo sent this morning, the Governor directed State agencies
to work with contracted firms to ensure that the created jobs are posted.
This will streamline the often difficult employment search process at a time
when many New Yorkers face unemployment, and will more quickly and
efficiently achieve the Governor’s ultimate goal to get New Yorkers back to

Health and Cleaning Up the Environment (New York, N.Y.) In a
move that will boost the economy, create new jobs, build the foundation for
long-term economic strength, and protect human health and the environment,
the U.S. Environmental Protection Agency (EPA) today announced a national
competition for $156 million in funding to jumpstart clean diesel projects
through the American Recovery and Reinvestment Act of 2009 (ARRA). The
projects will create jobs and reduce harmful diesel pollution. Nearly $18.5
million of this funding is slated for projects in EPA Region 2, which covers
New Jersey, New York, Puerto Rico, the U.S. Virgin Islands and seven
federally recognized Indian Nations. EPA is encouraging organizations and
government entities to apply for the National Clean Diesel Funding
Assistance Program. Applications are due by April 28, 2009.
